A modern 21st century digital network for Scotland, or a tired clichéd TV station?

[Iain Hepburn’s] manifesto for a truly digital network for Scotland:

Dump the plans for a new state broadcaster.

Take the money earmarked for the broadcast channel, and use it to provide a free baseline 3MB broadband service and router for every home in Scotland.

Take the bandwidth earmarked for the broadcast channel, and use it to launch a cross-platform interactive Scotland channel. 

Run a wee TV station, or make a huge difference to the life of many in Scotland, empowering them with tools, access and content not filtered by a handful of people in Glasgow and Edinburgh? Count me in for the latter.
